Can I resize without downtime?+
Yes. Vertical resizes use live migration — your instance keeps running while it moves to a larger host. Downgrades reboot once to shrink the disk.
How is billing calculated?+
By the hour with a monthly cap. Powering off doesn't stop billing — destroy the instance to stop the meter. Snapshots bill at $0.05/GB/month.
